City Commission awards bid for seal coat project

The Pampa City Commissioners met on Monday afternoon via Zoom for a regularly-scheduled meeting.

During the meeting, Director of Public Works Gary Turley gave an update on the seal coat project.

“We had (previously) signed an agreement with Parker, Smith and Cooper for the seal coat project and they went out for bids, but they had no bidders,” Turley said. “They put that bid packet back out and they received three bids on May 28.”

The returned bids were $2.85/square-yard, $3.82/square-yard and $4.50/square yard. The winning bid was CDM Holdings out of New Boston, Texas.

“They were also the ones who did the seal coat project for (Parkhill, Smith and Cooper) in 2019,” Turley said. “Because the bids came in at $2.85/square-yard, we were able to add some additional streets to our project. This brings our total up to 6.1 miles.”

This project and the involvement of Parkhill, Smith and Cooper was approved in March, and as more municipalities work with the engineering firm, Pampa could benefit.

“We have the opportunity to possibly add another seven to 10 miles based on how many of the cities want to add to the project,” Turley said. “There is a 25 percent variance that you can add to the project without having to re-bid it.”

Mayor Brad Pingel asked when they would know if they could add more to the project, to which Turley said by Friday or Monday.

The commissioners also approved the following items:

• Approving the minutes of the May 26 Regular Commission Meeting as presented.

• Excuse the absence of Commissioner Karen McLain from the May 26 Regular Commission Meeting.

• Act on adopting Resolution No. R20-016, a Resolution by the City Commission adopting GA-26 and extending to July 13, 2020 the Declaration of Local Disaster. This doesn’t change anything and further aligns the City of Pampa with Governor Greg Abbott’s orders.

• Approving an Agreement between the City of Pampa and Top of Texas Motorcycle Training, LLC., for use of premises at 12065 E. Frederic, Pampa, Texas, commonly known as Recreation Park for operation of the Motorcycle Safety Foundation Basic Rider Training Courses 1, 2 and 3, and authorize the City Manager to execute said Agreement. This makes the agreement a two-year deal, instead of the year-to-year deal they had previously.

• Awarding a bid to Rogelio Villarreal in the amount of $300 for delinquent tax property located at Lot 8, Block 8, Southside Addition, commonly known as 305 S. Gray.
