The City of Pampa Commissioners met on Monday afternoon for their first regularly-scheduled meeting of 2022.
During the meeting, the Commissioners approved for City Manager Shane Stokes to enter into and execute a participation agreement for the Tax Increment Reinvestment Zone No. 1- Downtown Pampa (TIRZ 1) with Gray County.
“This is the next step in the process for our TIRZ,” City Manager Shane Stokes said. “The Mayor (Lance DeFever) and I attended a County Commissioners meeting last month and were able explain to them what we’re working on here.
“It was received well with them and I expect that they will participate. This is the formal agreement where we will ask them to participate. We are asking for 100 percent participation for the full 25 years.”
The County Commissioners will meet Friday morning at 9 a.m., where they will discuss potential involvement in the TIRZ.
Earlier in the meeting, the Commissioners approved an agreement with Tyler Technology for financial software.
The new agreement opens the door for the City of Pampa to use a cloud-based server that requires less routine maintenance than the current plan they are using.
“The idea is to switch over to a service agreement known as a SaaS software,” Financial Director Theresa Daniels said. “It’s a cloud-hosted module. [We currently] have to do server maintenance every three years on our current one. That’ll decrease the cost of the server maintenance with the cloud.”
Stokes said it was in the budget to upgrade their server without using the cloud-based server. However, the City found the option to switch to the cloud-based server which will decrease the City’s responsibility of maintaining the server but at the cost of $23,000 more. But, the City will be saving $25,000 on the training on the previously planned upgrade.
“This is a lot better of a deal for a little bit less money,” Stokes said.
The Commissioners also approved the following items:
• Minutes of the December 13, 2021, Regular Commission Meeting.
• City Manager to enter into and execute a service agreement with Tyler Technology for financial software.
• Resolution No. R22-00 I, a Resolution by the City Commission continuing Executive Order GA-34 and extending to January 24, 2022, the City of Pampa Declaration of Local Disaster Order.
• List of Disbursements dated November 2021.
