City Commissioners receive presentation about City Hall trees

The City of Pampa Commissioners met on Monday afternoon for a regularly-scheduled meeting.

The Commissioners received a presentation from arborist Dennis Palmitier about the trees on the front lawn.

“He talked about the condition of the Bradford Pear Trees at City Hall and how bad of shape they are in because of the last two really bad freezes we’ve had,” City Manager Shane Stokes said. “The average life-span of Bradford Pear Trees are 25 years and we’ve been able to determine these are about 45 years old. He was recommending we do a severe trim or cropping to get a few more years out of them or to completely remove the tree before they fall down on people or property.”

Stokes added Palmitier suggested if they were removed to grind down the stump, replace with turf grass or replace with other types of trees. There was no action taken on the item.

The following items were approved by the commissioners.

• Minutes of the January 24, 2022, Regular Commission Meeting.

• Resolution R22-004, a Resolution by the City Commission continuing Executive Order GA-34 and extending to March 14, 2022, the City of Pampa’s Declaration of Local Disaster Order.

• Texas Subdivision and Special District Election and Release Form regarding the Endo/Par Texas State-Wide Opioid Settlement Agreement and Settlement Term Sheet and authorize the City Manager to execute the Election and Release Form. This item and the following item are class-action lawsuits. There was another similar item approved late last year and between the three the City should receive an allotment of around $77,000.

• Texas Subdivision and Special District Election and Release Form regarding the TEVA Texas State-Wide Opioid Settlement Agreement and Settlement Term Sheet and authorize the City Manager to execute the Election and Release Form.

• Resolution No. R22-005, a Resolution by the City Commission approving the Bylaws of the Tax Reinvestment Zone #1 - Downtown Pampa (TIRZ 1) Board. The TIRZ Board approved by-laws to present to the City of Pampa. Next step is for the TIRZ Board to create a plan for construction, financing and the objectives of the TIRZ.
