City of Pampa Commissioners approve waterline replacement project amendment

The City of Pampa Commissioners approved the amendment of their waterline replacement project on Monday evening at a regularly-scheduled meeting.

The amendment will allow for the extension of the waterline replacement as the bid came in well beneath the allotment of the grant.

“We were awarded this block grant and it surprised all of us that the bid came in well beneath the budget,” Director of Public Works Gary Turley said. “When you receive a block grant you don’t want to turn that back in because that’ll hurt you for getting a block grant again, it diminishes that possibility. We’ve talked to Paige (Witthar, Panhandle Regional Planning Commission) and she’s walking us through this to meet all of the grant qualifications.

“We’re going to extend the water-line replacement a few more blocks.”

The Commissioners also approved the Downtown Tax Increment Reinvestment Zone (TIRZ) final project and plan.

Community Services Director Dustin Miller said the TIRZ Board of Directors met on March 24 and approved the project and plan.

“There is a projected plan and there will not be much money put in there until well down the road,” Miller said. “In 2022, there will be $27,000 but it’s projected to get between $5.5 and $6 million, that’s the hope. We’ve applied and hope the Downtown Revitalization grant will breathe new life into Downtown Pampa.”

The City is working with Parkhill, Smith and Cooper on making a 3-D rendering of what Downtown Pampa will possibly look like as improvements are made through the TIRZ.

The commissioners also approved the following items:

• Minutes of the March 28, 2022, Regular Commission  Meeting.

• Adopting on second and final reading Ordinance No.1763, an Ordinance  of the City of Pampa revising its Personnel Policies and Procedures Manual.

• Application from Michael Keith of Atwell, LLC, for the replat  and consolidation of existing Commercial Lots 4 & 5, Block 2 of Edwin Park  Subdivision to Edwin Park Subdivision Unit #2.

• Authorizing the City Manager to accept a Proposal from Open Range  Engineering Services, PLLC for engineering, design, and project construction  oversite for the Red Deer Creek Reclamation Project.

• First reading Ordinance No. 1764, an Ordinance by the City  Commission amending the revenues and the appropriations for the fiscal year  beginning October 1, 2021 and ending September 30, 2022.
