Dispatcher/Police Officer of the Year recognized at Monday’s City Commission meeting

Pampa Police Department’s Dispatcher and Police Officer of the Year were recognized before the City Commissioners on Monday afternoon.

Police Chief Lance Richburg said the two were honored at the Police Department’s Service Awards Banquet.

“We had our banquet just last week and handed out several service awards,” Richburg said. “A lot of those are for officers who achieve certain statuses with their certifications, an instructor certification or a lot of them are nominated for life-saving awards, certificates of merit or community service awards. We handed out several of those this year, it was really nice.

“But the two big awards are Dispatcher and Officer of the Year. Those are voted by everyone in the police department, including dispatch and records division. It’s really neat to get those because I require them to justify their nomination. It’s really neat to see how they describe each other and some of the great things they have to say.”

Dispatcher of the Year was Jessica Skinner, who has been with the Department for 12 years and received more votes than any other dispatcher. Officer of the Year was Detective Moses Campa, who has only been with the Department a short time but Chief Richburg said he “has had a great impact with his training and experience he has brought to our agency.”

The Commissioners also approved the City of Pampa’s Residential Housing Incentive Program.

“This is a program we’ve been working on for what seems like forever,” City Manager Shane Stokes said.

“We’ve got the $250,000 set aside for this program. In a nutshell, we are going to attempt to grant $50,000/project for five projects. In exchange, the project would have to increase the property value by $2 million with 10 single-family residential dwellings. For 10 homes, with a property value increase of $2 million, we would reimburse them $50,000 for infrastructure costs.”

If this program is successful, the City would look at doing more grants like this one, but this is just an attempt to be the first step toward residential housing development.

The Commissioners also received a crash course on the budget process from Finance Director Theresa Daniels, who went over different parts of the budget including funds, expenditures and City Departments.

The Commissioners also approved the following items:

• Minutes of the May 23, 2022, Regular Commission Meeting, and June 6, 2022, Work Session.

• Resolution No. R22-009, a Resolution of the City of Pampa authorizing refunding of Canadian River Municipal Water Authority Revenue Refunding Bonds, Series 2014 (Conjunctive use Groundwater Supply Project).

• CONSENT AGENDA

- Awarding bid to Diana Castillo Rojas & Enrique Rios Fraire in the amount of $600.00 for the delinquent tax property located at Lot 21, Block 2, Littleton, commonly known as 312 Miami.

- Awarding bid to Roxana D. Carpio in the amount of $350.00 for the delinquent tax property located at S 23.5’ of Lot 26, Block 1, Routson Subdivision.

- Awarding bid to Roxana D. Carpio in the amount of $1000 for the delinquent tax property located at Lot 14, Block 1, Hayes, commonly known as 801 E. Craven.
