Pampa City Commission approves bid for construction at Wastewater Treatment Plant

The City of Pampa Commissioners met on Monday evening for a regularly-scheduled meeting.

During the meeting, the Commissioners approved awarding a bid to Udelhoven Oilfield System Services for improvements at the Wasterwater Treatment Plant.

Director of Public Works Gary Turley said there were three bids that had come in: Udelhoven Oilfield System Services for around $1.4 million and two others for around $2.8 million each.

“After they (project engineers) reviewed the bids over the weekend and this morning, they are recommending we accept the base bid from Udelhoven, accept/add alternate bid and decline/deduct alternate one bid, which would bring their base bid down to $1,683,226,” Turley said.

Udelhoven is based in Alaska, but has facilities across Texas. Turley said he made contact with one of the three contacts provided by the company and the contact said the company was easy to work with.

There were questions from the commissioners about the difference in pricing between Udelhoven and the other two bids provided. Turley said there were some line items in the bids that were quite different.

“Talking with the engineers, it’s unusual that two bidders are high and one is low,” Turley said. “But when you break down the line items, there’s only two items that really have a big difference from the Udelhoven bid and the others. The rest of the items are relatively close.”

Mayor Brad Pingel asked for reassurance that the engineers were not concerned about the bid from Udelhoven, and Turley responded that they weren’t.

City Manager Shane Stokes said the City had budgeted $2.4 million for the project and Turley said the cost estimate was anywhere from $1.6 to $1.8 million.

Stokes added his only concerns were if the project started and change orders were requested, but the City is allowed to say no and it wouldn’t stop the project.

The Commissioners approved the bid.

The Commissioners also approved the following items:

• Minutes of the March 8, 2021 Regular Commission Meeting as presented.

• Excuse the absence of Commissioner Karen McLain from the March 8, 2021 Regular Commission Meeting.

• Adopting Resolution No. R21-012, a Resolution by the City Commission adopting Executive Order GA-34 and extending the City of Pampa’s Declaration of Local Disaster until April 12, 2021.

• Approving the List of Disbursements dated February 2021.

• Approving a Professional Services Agreement with HR Green, Inc., for Risk and Resilience Assessment and Emergency Response Plan for the City of Pampa’s Water System and authorize the City Manager to execute said Agreement. This is an unfunded mandate the City is required to do.
