Regular City Commission Meeting

The City of Pampa had their bimonthly City Commission meeting earlier this week.

Paul Searl, the City Commissioner representing Ward 1, was not in attendance for this meeting.

As there were no public comments to be heard, the Commissioners delved straight into the agenda items.

One of the agenda items most discussed was  item number four: Consider approving on first reading, Resolution No. R23-015, a Resolution of the City Commission approving an Economic Development Agreement between the Pampa Economic Development Corporation and the City of Pampa and a grant by the Pampa Economic Development Corporation.

Clay Rice, Executive Director at the Pampa Economic Development Corporation, spoke before the City Commissioners about the agenda item.

Originally, the PEDC intended to hold the public hearing on Thursday, April 20th, regarding the agreement but had to reschedule for April 27th.

“There will be a public hearing this coming Thursday because we’ve rescheduled the meeting for the 27th,” Rice said. “It’s not unprecedented. In the past, the City Commissioners would vote on the project, then we’d have a public hearing, and then a second reading. We did not plan it this way, it’s just how it worked out.”

The agenda items are as follows:

• Consider approving the minutes of the April 10, 2023, Regular Commission Meeting. - Approved.

• Consider approving the List of Disbursements dated March 2023.  - Approved.

• Consider adopting on second and final reading Ordinance No. 1781, an Ordinance by the City Commission, revising its Personnel Policies and Procedures Manual.  - Approved.

• Consider approving on first reading, Resolution No. R23-015, a Resolution of the City Commission approving an Economic Development Agreement between the Pampa Economic Development Corporation and the City of Pampa and a grant by the Pampa Economic Development Corporation. - Approved.

• Consider appointing Sarah Doucette to the Lovett Memorial Library Board for an unexpired term, with term beginning April 25, 2023, and ending September 30, 2023. - Approved.

• Consider appointing Abby Hancock to the Lovett Memorial Library Board for an unexpired term beginning April 25, 2023, and ending September 30, 2024. - Approved.

• Consider awarding proposal for Cloud Based VOIP Telephone System. - Approved.

• Considering awarding bid for Cell 5B/6B Landfill Cell Construction and Cell 7/8 Excavation to 4X Construction. - Approved.
