Unsafe Structures Discussed

The City of Pampa held a Public Hearing/ Regular Commission Meeting at City Hall. Jimmy Reed, City Commissioner representing Ward 4, was unable to attend this meeting due to prior work obligations.

The meeting began with public comments from Jack Dupie and Amanda Graham.

In his public comment, Dupie mentions that he is a member of Saint Matthew’s Episcopal Church and gave thanks to Cary Rushing for helping with the abandoned structures on 412 and 421 Purviance. Dupie continues his public comment by addressing an orange fence and multiple nonworking cars across the church’s activity center and requesting help to remove them.

In her public comment, Graham gave an update on the condition of the unsafe structure on 700 West. Graham mentions that she has cleaned up the structure and is currently working on removing the vehicles on the premises. Graham requested a list of required qualifications for the structure so that she may continue working on bettering its condition of it.

Once the public comment session concluded, the commissioners moved on to the public hearing session of the meeting.

Cary Rushing spoke in front of the commissioners. He summarized the conditions of each of the structures, noting the hazards that each structure contains. Once Rushing concluded his summaries, the commission voted on whether or not the listed unsafe structures will be removed. The decisions are as follows:

In accordance with Section 3.08.010 of the Code of Ordinances, a hearing will be held by the City Commission to determine whether the buildings on the following properties constitute a clear and imminent danger to health, life, or safety and if they comply with the standards set out in Article 3.08.05 of the Code of Ordinances:

• 412 Purviance - Approved

• 421 Purviance - Approved

• 604 Craven - Approved

• 700 West - Action not taken

• 907 Somerville - Approved

After the public hearing, Shane Stokes, City Manager of Pampa, gave a presentation about the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting.

GFOA has awarded this certificate to the City of Pampa for its annual comprehensive financial report for the fiscal year that ended on September 30, 2021. The report has been judged by an impartial panel to meet the high standards of the program which includes demonstrating a constructive spirit of full disclosure to clearly communicate its financial story and motivate potential users and user groups to read the document.

The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting and its attainment represents a significant accomplishment by the government and its management.

This is the 34th consecutive year that the City of Pampa has received this award.

Once Stokes concluded his presentation, he gave a synopsis of the upcoming discussion item: the City Beautification Grant  – Lot Clearance Assistance Program.

Stokes mentioned that the Pampa Economic Development Corporation will have a meeting to vote on the City Beautification Grant.

If the City implements this program, it will be for a “Lot Clearance Assistance Program” where property owners can go to the Code Enforcement Department and apply for a grant of up to $25,000.

Stokes concluded his discussion on the City Beautification Grant.

Consider awarding the bid for the Replacement of Fire Station No. 1 & 2 Windows to Crawford Exteriors, Inc in the amount of $65,850.00. - Paul Searl, City Commissioner representing Ward 1, was granted the motion to abstain from voting. The item was voted on by the remaining commissioners and was Approved.

Consider awarding the bid for the Water Slide Restoration Project to SlideRite Water Park Services in the amount of $99,400.00. - Approved

Consider approving the Texas Subdivision and Special District Settlement Participation Form regarding the Allergan Texas State-Wide Opioid Settlement Agreement and Settlement Term Sheet and authorize the City Manager to execute the Participation Form. - Approved

Consider approving the Texas Subdivision and Special District Settlement Participation Form regarding the CVS Texas State-Wide Opioid Settlement Agreement and Settlement Term Sheet and authorize the City Manager to execute the Participation Form. - Approved
