Born on August 21, 1945, in Pampa, Texas, Kenneth was the son of Vernon and Francis Hall. He grew up alongside his two older brothers, Charles Lee Hall and James Marshall Hall.
On September 4, 1966, Kenneth married Carolyn Lee Scott. Together, they built a life grounded in faith, family, and service while raising their three daughters.
Kenneth proudly served his country in the United States Navy from 1966 to 1969 during the Vietnam War. After completing his military service, he earned a degree in Criminal Justice, with a minor in Spanish, from Wayland Baptist University in Plainview, Texas, in 1976.
He dedicated his career to public service, serving with the Plainview and Pampa Police Departments before becoming the Gray County Emergency Management Coordinator, a position from which he later retired. For those who live in Pampa, Lefors, or near Lake McClellan, the warning sirens heard every Saturday remain a reflection of Kenneth’s love for and service to his community.
Kenneth was a member of Trinity Fellowship Church in Pampa, Texas.
He is survived by his daughters, Christy Reeves and her husband, Darian, of Pampa, Texas; Manessa Hall of Coppell, Texas; and Alecia Weaver and her husband, Thorban, of Canyon, Texas. His life reflected a devotion to God, country, community, and those closest to him. Though he will be deeply missed, his example of service, compassion, and faith will continue to live on in the hearts of all who knew and loved him.
