Pampa City Commissioners approve tax rate

The City of Pampa Commissioners met on Monday afternoon for a regularly-scheduled meeting. Commissioner Jimmy Keough was absent for the meeting.

After the opening formalities, a concerned citizen addressed the commissioners about some destruction to her property that her neighbor alleged was done by a City employee. City Manager Shane Stokes told the citizen he and City staff would look into it and took down her information.

Moving into their action items, after approving the minutes, the City Commissioners approved the Gray County Appraisal District’s operating budget.

Chief Appraiser Tyson Paronto said the 2022 Operating Budget is set for $742,200 and the 2021 Budget was $724,153.

“We retained some excess revenues from our 2020 budget to put toward the contribution from the entities (taxing entities) at the end of the day,” Paronto said.

There was roughly a $10,000 increase in salaries and wages due to a cost-of-living pay raise to employees and the addition of a new appraiser. The contribution from the City of Pampa to the 2022 Budget is $105,097.

The Commissioners unanimously approved the tax rate of .73/$100 valuation.

The Commissioners also approved the following items:

• Minutes of the September 7, 2021 Public Hearing/Special Commission Meeting as presented.

• Ratifying the 2021-2022 City of Pampa Operating Budget and Tax Rate pursuant to the terms of Texas Local Government Code, Section 102.007(c) requiring ratification of the budget and tax rate as adopted, recognizing such budget will require more revenue from property taxes than did the budget adopted last year.

• Adopting Resolution No. R21-032, a Resolution of the City of Pampa denying Southwestern Public Service Company’s proposed rate increase request in connection with its Statement of Intent submitted on February 8, 2021.

• Appointing Brad Pingel to the Panhandle Elderly Apartment Corporation Board for an unexpired term replacing Lance DeFever with term beginning October 1, 2021 and ending September 30, 2022.

• Cade Taylor to the Board of Adjustments for a two-year term beginning October 1, 2021 and ending September 30, 2023.

Consent agenda

• Reappointing Roy Morriss, Lynn Allison, and Gabino Facio to the Board of Adjustments for a two-year term beginning October 1, 2021 and ending September 30, 2023.

• Reappointing Bobby Bums, Josh Crawford, and Kevin Redding to the Construction Board of Adjustments and Appeals for a two-year term beginning October 1, 2021 and ending September 30, 2023.

• Reappointing Jeri Erickson and John Mead to the Lovett Memorial Library Advisory Board for a two-year term beginning October 1, 2021 and ending September 30, 2023.

• Reappointing Audrey Meaker, Harold Price, and Rachel Schmidt to the Planning and Zoning Commission for a two-year term beginning October 1, 2021 and ending September 30, 2023.

• Reappointing Kelly Everson, Tom Lindsey, and Chuck Morgan to the Hidden Hills Golf Advisory Board for a two-year term beginning October 1, 2021 and ending September 30,2023.
