Pampa H20 Aquatic Center Fees Discussed

The City of Pampa had their bimonthly regular city commission meeting.

Unlike the previous meeting, there were no public comments to be heard.

The main topic discussed during the meeting centered around the fees of the Pampa H20 Aquatic Center.

Dustin Miller, the Community Services Director for the City of Pampa, headed the discussion.

In his presentation, Miller noted that the fees for Pampa H20 in 2011 were free for ages zero to three, $5 for ages four to seventeen, and $6 for ages eighteen and up. From 2012 to the present day the fees for Pampa H20 are free for ages zero to three, $6 for ages four to seventeen, and $7 for ages eighteen and up.

The presentation also includes the cost of utilities from 2019 and 2022. In 2019, the cost of Gas for the water park was $12,168 and the cost of Electric was $14,015. In 2022, the cost of Gas was $27,596 and the Cost of Electric was $22,164.

As well, the cost of Chemicals for the water park was included. In 2019, the cost of Chlorine Tablets cost $132 a bucket. In 2023, the cost rose to $174 per bucket. In 2022, Pampa H20 Aquatic Center ordered 120 buckets. In 2019, Hydrochloric Acid cost $180 per drum (which rounds out to .36 cents a gallon). In 2023, the price per Hydrochloric Acid has risen to $245 per drum (which rounds out to .49 cents a gallon.)

Miller acknowledged that the decision to increase the water park’s cost is a difficult decision to make.

“I understand a lot of people will cringe at the price increase, however it is a topic that needs to be discussed,” Miller said.

Of the proposed increase plans, the City Commissioners agreed to the idea of increasing the price by one dollar Monday through Thursday and increasing the price by two dollars Friday through Sunday.

• Consider fees for the Pampa H20 Aquatic Center. - Approved

• Consider adopting Resolution No. R23-011, a Resolution by the City Commission reestablishing Tax Abatement Guidelines and Criteria for Tax Abatement Agreements. - Approved

• Consider approving on first reading Ordinance No. 1781, an Ordinance by the City Commission, revising its Personnel Policies and Procedures Manual. - Approved

• Consider adopting Resolution No. R23-012, a Resolution of the City Commission of the City of Pampa, Texas authorizing the City of Pampa’s representatives in matters pertaining to the City of Pampa’s participation in the Texas Community Development Block Grant Program. - Approved

• Consider adopting Resolution No. R23-013, a Resolution of the City Commission of the City of Pampa, Texas, determining that an area of the city contains conditions which are detrimental to the public health, safety, and welfare of the community and constitutes a slum/blighted area. - Approved

• Consider adopting Resolution No. R23-014, a Resolution of the City Commission of the City of Pampa, Texas, authorizing the submission of a Texas Community Development Block Grant Application to the Texas Department of Agriculture for the 2023 Downtown Revitalization Program cycle. - Approved
