School District Bond Election Discussed

The City of Pampa had a City Commission Regular Meeting. One of the noted discussion items was the Pampa Independent School District Bond Election. Hugh Piatt, Superintendent of PISD gave a presentation of the plans for the upcoming bond election.

PISD began their strategic planning process 31 months ago. In that time, it was decided to have the grade level school system reorganized. Effective August 2023, the grade level schools will be as follows:

Wilson Elementary: Bright Beginnings, Head Start, and Prekindergarten students

Austin Elementary: Kindergarten and first grade students

Lamar Elementary: second and third grade students

Travis Elementary: fourth and fifth grade students

Piatt then explains the idea for School District Bond Election.

“Our board voted to go out for a bond election based on the committee’s recommendation,” Piatt said. “The committee went to all elementary schools, the high school, saw the fine arts, career and technology, athletics, bus barn and agricultural farm. When they got back, there was a consensus that all of these sights needed work.”

With the strategic planning process kept in mind, the committee calculated the order of priorities of which the bond would address:

First: The Career and Technology building at PHS.

Second: The elementary schools, specifically focusing on the students transitions through the grade levels.

Third: The Fine Arts Auditorium at PHS, which was first created in the 1950s.

Fourth: Athletics.

Early voting begins April 24th.

The City Commissioners agenda items are as follows:

Consider approving the minutes of the February 13, 2023, Regular Commission Meeting. - Approved

Consider approving the List of Disbursements dated January 2023. - Approved

Consider adopting Resolution No. R23-007, a Resolution of the City Commission suspending Southwestern Public Service Company’s proposed effective date in connection with its Statement of Intent and authorizing the City’s continued participation in the Alliance of Xcel Municipalities. - Approved

Consider accepting Certification of Unopposed Candidate for Brian Doughty, Commissioner Ward 2 and Jimmy Reed, Commissioner Ward 4 as submitted by the City Secretary. Considere aceptar la Certificación de Candidato sin Oposición para Brian Doughty, Comisionado del Distrito 2 y Jimmy Reed, Comisionado del Distrito 4 presentado por el Secretario de la Ciudad. - Approved

Consider adopting Resolution No. R23-008, a Resolution of the City Commission canceling the May 6, 2023 General Election and declaring Brian Doughty, Commissioner Ward 2 and Jimmy Reed Commissioner Ward 4 elected. Considere aprobar la Resolución No. R23-008 que cancela las Eleccions Generales de 6 de Mayo de 2023 y declara elegidos a Brian Doughty, Comisionado del Distrito 2 y Jimmy Reed, Comisionado del Distrito 4. - Approved

Consider adopting on first reading Resolution No. R23-009, a Resolution of the City Commission approving the first amended and restated Economic Development Agreement between the Pampa Economic Development Corporation and KTS #1, LLC, Successor in interest to Keystone Tower Systems, Inc. - Approved

Consider adopting on first reading Resolution No. R23-010, a Resolution of the City Commission receiving proposals for engineering services for application to the 2023 TXCDBG Downtown Revitalization Program & associated engineering consideration if funded. - Approved

EXECUTIVE SESSION: The City Commission convened into closed session in accordance  with Texas Government Code, Section 551.087 - Economic Development to discuss: Residential Housing Incentive Program Applications - Approved

The next City Commissioners Meeting will be on March 13 at 4 pm at the City Commission Chambers in City Hall, 201 W. Kingsmill.
